Simon Mann is standing as an independent candidate for Ramsey.
He said he sends out a simple message: "No to the current Marina scheme and yes to improved all-island health care and a modern medical centre for Ramsey".
Mr Mann joins Dr Alex Allinson, Erica Spencer, Lawrie Hooper, Leonard Singer, Johnathan Kinrade and Luke Parker in declaring his intention to contest the constituency.
