Douglas Council says the capital's town centre shops are recovering, with the fewest empty stores for four years.
At its meeting this week, the local authority's due to consider a report to its executive committee from the town centre manager.
The report says vacancy rates in the capital's centre stand at just under nine per cent, the lowest rate since December 2013.
But the number of people coming into Douglas has fallen by 2.1 per cent so far this year.
