Recruitment issues within the Department of Infrastructure are putting "great stress and pressure" on existing staff.
That's the message from the chief executive who says government is finding it difficult to find qualified staff for the railways.
Nick Black gave evidence to an Environment and Infrastructure Policy Review Committee earlier this month where he highlighted the issue.
He said the railways here have to be properly maintained and properly engineered and attracting people here to do that is increasingly hard:
