The Department of Infrastructure says it has 13 cherished licence plates, and uses all but one.
It gave the figures in response to a Freedom of Information request about personalised plates.
The DOI says it hasn't paid to put such plates on public transport vehicles since 2015, but pays an annual fee to keep one registration that isn't used on a vehicle.
It also says it doesn't own one cherished plate being used on a public transport vehicle.
