Just four per cent of people in public sector housing have seen their rent rise after the introduction of fixed-term tenancies.
A report from the Department of infrastructure will be discussed by Tynwald during this month's sitting.
In it, the department says almost 3,300 people have the five-year tenancies - jut over 60 per cent of all tenants.
But the report also notes only 132 of those have seen their rents go up because of changes to the way rent is calculated.
