No impact assessment was made for changes to apprenticeship schemes because other measures were taken.
That's according to MHK Sarah Maltby, speaking as political member for the Department of Education, Sport and Culture on behalf of minister Daphne Caine in the House of Keys this week.
Last year saw incentive payments to take on apprentices increased for smaller employers, but removed for larger ones.
In response to a question from Ramsey MHK Lawrie Hooper, Ms Maltby explained what other research had carried out:
