Treasury minister Alex Allinson gave the figures in response to a written Tynwald question from Arbory, Castletown and Malew MHK Tim Glover.
Appeals can be made against decisions to refuse entry to the Island, or grant leave to remain
Out of the total, nineteen of the appeals were held this year.
