Watterson says the challenge ahead is "to do better with less money".
Juan Watterson has declared his intension to stand for Rushen in the General Election.
In 2016, the former accountant became the youngest politician to be elected as Speaker of the House of Keys.
Mr Watterson said the next five years will be "dominated by financial pressures, and the fall-out from the pandemic".
He added: "We will need to instill confidence that the government can still provide a great place to live and work despite this turbulence.
"I believe over my fifteen years of service I have a strong record of doing better with less money".
