MHK says single entity government isn't promising

Plans to make government one single legal entity will create a further divide for backbench MHKs.

That's the claim from Onchan MHK David Quirk - who says linking the departments legally will cause issues because the Council of Ministers will have too much power.

At present there is no overarching 'Isle of Man Government' in law.
