Economic Development Minister Laurence Skelly says younger workers doing the same job as older colleagues are paid less because they might not be doing exactly the same job.
In Tynwald this week he faced questions from North Douglas MHK David Ashford about why those under 25 are paid a lower minimum wage.
Mr Skelly said setting rates for minimum hourly pay was a difficult job.
But he said despite people doing the same jobs, older workers may be doing different tasks:
