Infrastructure Minister Tim Crookall says passengers will be using the new ferry terminal in Liverpool by the end of the month.
In Tynwald this week he faced questions from Central Douglas MHK Chris Thomas about when the facility would open.
Mr Crookall said the building was ready to go but the Steam Packet company still needed to finish berthing trials, installing software, and fitting an x-ray machine and signs.
But he said the delayed terminal's time had finally come:
