Cabinet Office Minister David Ashford says the Island has more than 200 homes planned which have permission but which haven't been built yet.
He faced a question from Glenfaba and Peel MHK Kate Lord-Brennan, who resigned as minister last year, about the numbers.
In his response, Mr Ashford said in April there were 223 applications that had no evidence of implementation.
He explained they were all within the four-year starting time limit unless an extension had been given.
