The National Air Traffic Control Service has applied for permission to upgrade a site in the south of the Island.
The organisation says it wants to build a galvanised metal staircase at a radio beacon on Spanish Head in Port St Mary.
The beacon is used as a navigational aid by passing aircraft.
NATS says it needs to build the staircase to give engineers access to the upper level of the structure.
