Chief Minister Alf Cannan says there's no need for more ways for the public to petition Tynwald - because two ways already exist.
In the House of Keys this week he faced questions from Arbory, Castletown and Malew MHK Jason Moorhouse about whether the Council of Ministers was considering a way for people to raise issues.
Mr Cannan said CoMin hadn't discussed the issue.
He explained how members of the public can petition the court already:
