Douglas Council says it doesn't have the money or powers to help save the Island's Family Library.
At its last meeting, the local authority's regeneration and community committee discussed the possible closure of the facility, which said it needed an extra £100,000 a year to survive.
Councillors said although it's a popular service in Douglas, it's not run by the council.
They added they don't have any spare money to help save it, and have no powers to step in to help.
