The government says 11 food outlets on the Isle of Man scored just one out of five for food hygiene in the last year.
A Freedom of Information request asked the Department of Environment, Food and Agriculture for the lowest-scoring outlets on the Island.
In response, DEFA named 11 outlets including Ellan Vannin Fuels in Laxey and Noa Bakehouse on Market Hill in Douglas.
However, the department said it couldn't name another outlets that scored badly because its investigations might lead to criminal prosecutions in those cases.
