Treasury Minister Dr Alex Allinson says nobody should have difficulty opening a bank account when cash benefits payments end next year.
In the House of Keys this week, he faced questions about the end of the Micard system at the Post Office which costs government £565,000 a year.
He told MHKs the cards used by 3,000 people would stop being used on December 31 next year.
But he said people could seek help if they needed it:
