The public need to take greater responsibility for their own health.
That message will underpin the Department of Health and Social Care's five year strategy plan.
Minister Howard Quayle unveiled the plan this week, which focuses on preventing illness rather than just curing it.
Elsewhere it promises care in the community, safeguards for the vulnerable and help for people to stay in living independently for longer.
