The Island's Energy and Sustainability Centre says critical items about energy security and climate change are barely mentioned in this year's budget.
The non-governmental organization has described an unallocated £26m in the Climate Change Fund as 'vague', and is calling for direct investment in infrastructure and homes instead.
It adds there's a shortage of local tradespeople with skills to decarbonize home heating, transport and businesses.
And the Centre says the budget doesn't deal with the significant changes that the Isle of Man is soon to face.
