    Tesco Express arrival could act as 'anchor' for other businesses

    A new Tesco Express store in Douglas will act as a "tourniquet" to stop the commercial haemorrhage of business.

    That's the view of an experienced chartered planning consultant who claims the shop planned for the Strand Centre will help to "preserve and regenerate" the capital's retail core. 

    Maurice Maguire made the comments in hearings at Douglas Courthouse as permission for an alcohol licence was debated - last month a provisional licence was granted. 

    The retail giant was told it must operate under strict conditions including keeping all spirits behind the counter, not being able to sell beer over a certain strength and a ban on advertising booze.    

    Mr Maguire told the court the investment could act as an "anchor" sparking other business opportunities - adding the current "negative momentum" in Strand Street had to change.
